The "Notice" requires that enterprises in key industries will adopt a regional coordination approach in the autumn and winter of 2021-2022 (October 1, 2021 - March 31, 2022) to implement rotational production suspensions, emission reductions and differentiated management and control.
A total of 27 ceramic companies in Jincheng City have been included in the differentiated control list (see the table below for details). According to "Ceramic Information" "Ceramic Industry Long March" - 2020 National Ceramic Ceramic Production Capacity Survey Statistics, the 27 ceramic companies on the list involve more than 30 production lines.

According to statistics from "Ceramic Information", among the 27 ceramic companies included in the differentiated control list, the earliest time to stop production is October 1 this year, the latest time to stop production is January 15 next year; the earliest time to resume production is 2022 March 16, 2022, and April 1, 2022 at the latest.
Among them, 4 ceramic companies need to suspend production for 182 days (equivalent to half a year), starting from October 1 this year, and will continue to suspend production until March 31 next year; 5 ceramic companies need to suspend production for 92 days, starting from December this year From January 14, 2022, production will be suspended until March 15, 2022; 9 ceramic companies will be suspended for 70 days, starting from January 5, 2022, until March 15, 2022; 9 ceramic companies will be suspended for 60 days. From January 15, 2022, production will be suspended until March 15, 2022.
According to the control and suspension measures, enterprises with a performance rating of B for architectural ceramics will suspend production for 50 days from January 25 to March 15, and then suspend production for an additional 10 days during other periods, for a total of 60 days; enterprises with a performance rating of C On the basis of the implementation of B-level enterprise control measures, production will be suspended for an additional 10 days (i.e. 70 days); enterprises with a performance rating of D will suspend production.
The notice requires that all relevant companies must make early arrangements and deployments to ensure that safe production shutdowns are in place (the production shutdown time is 0:00 on the first day of shutdown, and the resumption time is 24:00 on the last day of shutdown). If the company opens one day earlier, Or if it is stopped one day late, it needs to be replenished three times during non-autumn and winter periods. Need to advance 3 days before resuming productionSubmit a request report to the local ecological environment department within 10 working days.
During the production period, when the emergency response to heavy pollution weather is not activated, if the hourly concentration of pollutants exceeds the control requirements three times per month, a yellow card warning will be issued; if the hourly concentration of pollutants exceeds the control requirements 7 times per month, a red card will be issued and production will be suspended for 15 days (or equivalent emission reduction measures will be taken) ); If the control requirements are exceeded 10 times or more per month, a black card will be issued and production will be suspended for 30 days.
During the emergency response period for heavy pollution weather, if the hourly concentration of pollutants exceeds the standard or the total emission exceeds 30% month-on-month for 5 times or more, the company will be ordered to suspend production for 30 days.

On September 16, the Ministry of Ecology and Environment issued the "Letter of Opinions on the Comprehensive Air Pollution Control Plan for Key Areas in the Autumn and Winter of 2021-2022 (Draft for Comments)". The deadline for soliciting comments is September 22, and the official draft will be officially released soon.
According to the "Opinion Draft", during the autumn and winter period (October 1, 2021 to March 31, 2022), each city will achieve the control targets for the average concentration of PM2.5 and the number of days with severe and above pollution.
This governance will focus on petrochemical, chemical, coal chemical, coking, steel, building materials, non-ferrous metals, coal and electricity and other industries, and comprehensively sort out the proposed, under construction and existing "two high" projects, and conduct a comprehensive review of the "two high" projects. "The project implements list management, classified disposal, and dynamic monitoring.
The areas affected by the suspension this year involve 65 cities in 6 provinces, 26 more cities than last year. The scope of control is based on the "2+26" cities in Beijing-Tianjin-Hebei and surrounding areas and the cities in the Fenwei Plain, including northern Hebei. , northern Shanxi, eastern and southern Shandong, and some cities in southern Henan.
